Directory and Resource Administrator (DRA) currently allows for policies to be applied to All or Specific ActiveViews and Assistant Admin Groups only.  DRA does not currently allow you to set the scope of a policy to apply to All or Specific OUs.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
