Situation

The web console will not start, with error Could not write to output file

The web console will not start, with error CS0016

Resolution

NetIQ Technical Support has found that this issue is resolved by the recommendations in the following Microsoft Support KB (article 825791)

Cause

Permissions on the ASP.net temp folder are causing error cs0016.
