GPG reports on changes that are made to GPOs. It tells you what changes were made, when, and by whom. When used in conjunction with a product like MOM or Security Manager, it alerts you if someone makes an unauthorized change to a GPO. However, GPG was not designed to report on conflicting policies.

You CAN use Group Policy Administrator to identify problems with conflicting policies. GPA also does RSOP analysis, Comparison/Difference reports, and Remote diagnostics, which can be used to identify conflicting policies.
