The GPG service account does not have permissions to the FAGPGREQ message queue.
fix
Grant the GPG service account permissions to the FAGPGREQ, FAGPGEVENTFORWARDER_XQ, and FAGPGEVENTFORWARDERBAD_XQ message queues.
To grant the GPG service account permissions:
- Right click the FAGPGREQ message queue and select Properties.
- On the Security tab, click Add and locate the GPG security account.
- Click OK.
- Select the GPG service account in the access list and give it full control.
- Click Apply and OK.
- Repeat steps 1 through 5 for the FAGPGEVENTFORWARDER_XQ, and FAGPGEVENTFORWARDERBAD_XQ message queues.
- Restart the Message Queuing service.
