NT_SystemUptime generating: can't get SystemUpTimeCounter even after reloading perfomance library counters. (NETIQKB53718)

Environment

NetIQ AppManager 6.x
NetIQ AppManager 7.0.x

Situation

NT_SystemUptime generating: "can't get SystemUpTimeCounter" even after reloading performance library counters.
Reloading of performance library counters in Windows 2000/2003 does not resolve "cant get counter issue"
Windows Application log generates "Windows cannot unload your classes registry file - it is still in use by other applications or services. The file will be unloaded when it is no longer in use.

Resolution

This is an issue with Microsoft Windows in which the profile which you have used to logon to a particular computer does not properly unload from that particular server. This causes any service or application which is running under that particular account to become inaccessible...since they are still tied to the unloaded profile. This can cause service or data access failures since the service account is not free to perform tasks because its tied to another service or application.
