Cannot add new printer.

Error: 'Failed to add printer HP_Acct. rc=1901. The specified time is invalid.'
cause
NetIQ Technical Support has determined that there is an issue with the Microsoft PrintMig utility which results in reporting an invalid time on printers.
fix
As a workaround, disable the Group Policy Object setting Disallow installation of Kernel Mode drivers. For more information about resolving issues with the Microsoft utility PrintMig.exe, see the following Microsoft KB Article: "Help Information for PrintMig.exe" http://support.microsoft.com/kb/275529
