To relax the policy if you have already migrated the user accounts:

1. Granularly undo the migration of those user accounts. For more information, see step 9 from the DMA project "Granular Undo Migration Task".
2. Migrate the user accounts without passwords.
3. When ready, re-migrate those user accounts with the passwords.
