cause
If you have the View all User Properties power and you go to the User property screen, you can enter characters in the text fields. However, you cannot save this information since the Accept button is grayed out.

fix
NetIQ Technical Support has recognized this as an issue. We have opened a Fix Request with Development to resolve this issue in a future version of Directory and Resource Administrator.
