The Select Saved List box does not contain any items, but I have a saved list.

symptom
When I create a security check using the operator 'not included in saved list' or 'included in saved list', I cannot choose the saved lists as the criteria. 

symptom
Error: 'There are no items to show in this view.'

cause
The saved list has a different type attribute than the user id.

fix
If your attribute is numeric, ensure you have a saved list with the numeric data type.  If your attribute is text, such as a user name, ensure you have a saved list with the text data type.
