There is no option to migrate GPOs between domains except in Group Policy Administrator (GPA). However, you can use the Backup and Restore functions to migrate GPOs to domains that do not have GPA installed. The drawback to using this procedure is that it does not give you an opportunity to map the security filters, AD links, and network paths for the GPO. The domain mapping capabilities are only available when using the Migration function within the GP Repository.
