cause
The NetIQ Group Policy Administrator installer attempted to install the server component on a computer that does not have Microsoft Internet Information Server (IIS) installed. Group Policy Administrator 4.x uses the IIS engine to provide centralized functions such as auditing user actions, sending workflow email notifications, and implementing the export override account.

Either install and start Microsoft IIS before you install Group Policy Administrator, or upgrade to NetIQ Group Policy Administrator 5.x or higher which does not use IIS.
