The Directory and Resource Administrator (DRA) built-in policy $UPNUniqenessPolicy prevents duplicate account names in Active Directory. The policy reports an error when you try to create a user account with the same UPN name as another user account in any of your managed domains.  When you create the mailbox, if the user account has a unique samAccountName, but the SMTP address is not unique, the policy will append the e-mail alias with a number. For example, the policy creates useralias2 @ company.com if useralias @ company.com already exists.
