User Home Directories cannot be created on a remote server.

symptom
Unable to create home Directories even though the DRA service account has appropriate share and NTFS permissions in the target location.

cause
The DRA service account does not have local administrative permissions on the server where the home directories need to be created.

fix

Add the DRA service account to the local administrators group on the server where you are attempting to create home directories. You may need to reboot the file server or restart the NetIQ Administration Service on the DRA server.
