cause

A permissions problem can occur when a newly migrated group policy removes the GPA Admin account from groups that have been labeled Restricted. Restricted groups are created with GPOs and allow only the group owner to add objects to the group membership list. Because some objects may have been added to the group before the group became restricted, those objects are not tagged as being added by the group owner. As a result, during GPO migration, user accounts and groups may be removed from the group in each of the domains, and GPA cannot manage the GPO after the GPO migration.

Replace the missing GPA Admin account in the Restricted groups as well as in the domain Administrators group.
