Why are the options under Group scope and Group type reversed when creating a new group versus viewing the properties of an existing group?

Why do I have the option to set the Group scope to either "Security" or "Distribution" and the Group type to "Domain local," "Global," or "Universal" when I create a new group, but when I view an existing group those options are reversed?
