cause
You cannot stop McsAdminSvc or the NetIQ Administration service using any of the user interfaces (UI). Doing so would immediately disconnect you from the Directory and Resource Administrator on which the UI depends.

fix

Attempting to stop the McsAdminSvc or the NetIQ Administration service from within any of the UIs (Delegation and Configuration, Account and Resource Management, Web, MMC) generates the error. This message is by design. To stop either of these services, do so manually from the Directory and Resource Administrator server.

To manually stop the McsAdminSvc or NetIQ Administration service:
  1. On the Directory and Resource Administrator server, open Control Panel and select AdministrativeTools> Services.
  2. Select the service you want to stop.
  3. On the Action menu, click Stop.
