My All Authority Failures report does not show any entries while my users do get message: Command (NETIQKB49302)

The All Authority Failures report does not show any entries.

symptom
Error: "Command in library not allowed" when viewing the All Authority Failures report.

symptom
No entries show in the All Authority Failures report, even though I have the Audit journal set up properly.

cause
Attempts of users with limit capabilities *YES to access a command do not get logged to the audit journal as an AF entry by IBM.  Therefore, there will not be any corresponding entries in the report.
