cause
The LOCAL_GPOS share on the console workstation is missing.

fix
To resolve this issue, share the Program Files\NetIQ\Group Policy Administrator 4.6\Local GPOs folder as LOCAL_GPOS. Make sure to grant Authenticated Users full control access to the share.
