symptom
Group Policy Administrator (GPA) fails to link the GPO to the designated OU.

cause
If you are using the Export Override account to export GPOs, it must have permissions to link the GPO to the designated OUs. If you are not using the Export Override account to export GPOs, then this same requirement applies to the currently logged on user. If there are multiple OUs to link to the current GPO, GPA links them in the order displayed in GPA. If GPA encounters an OU that the user does not have permissions to link to, GPA fails to link to that OU and all subsequent OUs in the list. Currently, GPA contains no alerts or indications that this linking process has failed.

fix
This is by design. To successfully link GPOs to the desired OUs, make sure that the Export Override account or logged on user account has the correct permissions to link GPOs to all designated OUs.
