Certain default or "built-in" containers, including Users and Computers, are not Organizational Units (OUs).  You cannot apply Group Policy settings, or link Group Policy Objects (GPOs) to containers that are not OUs.  The only default container that is an OU is the Domain Controllers OU.

Because GPOs cannot be linked to the Users or Computers containers, the GP Explorer node of the GPA Console does not display them. Native tools such as the Group Policy Editor (GPEdit) and Group Policy Management Console (GPMC) exhibit similar behavior.
