I am using the EMCLI PFSYNC command to update public folders but not all folder permissions are updated properly.
cause
Exchange Migrator can prevent the EMCLI PFSYNC command from synchronizing all public folders when you migrate a large number of folders (more than 1500). This can result in a partial update of your migrated public folders.
fix
Use multiple projects to migrate public folders in groups of 1500 or fewer.
- If you can use the Exchange Migrator user interface to perform your migration, run the Exchange Migrator Synchronize and Update Migrated Public Folders wizard in the original project.
- If you must use the EMCLI PFSYNC command and you have already migrated all public folders, you must first remove the public folders from the current project. Then, remigrate the folders in batches of 1500 or fewer.

When Exchange Migrator migrates public folders, it updates permissions using the Replace mode with the following results:
- Exchange Migrator removes all current permissions from the target public folder, including permissions not originally granted by Exchange Migrator.
- Exchange Migrator adds permissions for any accounts it migrates.
However, when Exchange Migrator synchronizes public folders, it updates permissions using the Add mode.
