Situation

Web-RT_SendAndReceiveInternetMail generates an error.
Error: 'Unable to validate Domain User. Could not find the domain controller for the domain.'

Resolution

The 'Run As' user specified under the script properties must be a domain account.

AppManager launches the SMTPSM.exe under \ServiceMonitor (which is the SMTP/POP engine that does the work of the KS) as the domain user.

This functionality is by design.

Cause

A local user account had been specified under the script properties for the "Run As" account.
