Cannot open the Web console.

symptom
Error: 'Service unavailable.'

symptom
The application event log contains the following error: 'The worker process failed to initialize the HTTP.SYS communication or the W3SVC communication layer and therefore could not be started.'

symptom
The Delegation and Configuration console and the Account and Resource Management console open successfully, but I cannot launch the Web console.

cause

An administrator created a Group Policy Object (GPO) that gave Logon as a Service permission to Assistant Admin accounts, but not to the Network Services account.

fix

To resolve this issue, either create a Group Policy Object with Logon as a service permission, or assign Administrator permissions to the Network Services account.
