GPA installation fails.

cause
The Distributed Transaction Coordinator (DTC) service was disabled

cause
The COM+ System Application Service was disabled (Windows 2003 only)

fix
The Distributed Transaction Coordinator (DTC) Service and COM+ System Application Service must be set to Enabled and Manual at a minimum. The  DTC Service and COM+ Application Services do not have to be started, but they must be enabled.
