Performing a 'Paste GPO Copy' operation in the Repository actually performs a 'Paste GPO Link' operation.

symptom
Performing a 'Paste GPO Copy' operation in the Repository does not create a new instance of the GPO but simple links the GPO to the category.

cause
This is due to a GUI bug.

fix

The Paste GPO Copy on the main menu in the Repository is incorrectly labelled in the GUI.   This selection should be labelled as Paste GPO Link.  This is resolved in NetIQ Group Policy Administrator 5.0. To resolve this issue upgrade to the latest version of NetIQ Group Policy Administrator.

A workaround is to use the Paste GPO Copy operation from the All Tasks selection.   

1. Open the GPA Console.
2. Expand the Repository node.
3. Right-click on the Source GPO and select Copy.
4. Right-click on the target Category and select All Tasks > Paste GPO Copy.
