You must install at least one agent per domain.

Install at least one agent per every 50 managed computers in the domain.

You must have at least one agent per WAN.  The agent must reside at the remote end of the network so requests between the service and the target computers are executed over a local area network.  It is recommended to put an agent in each geographic location.

The Remote Registry Service must be started on all computers for which you will run reports by proxy.

The following ports must be open when communicating through a firewall:  700, 1621, 1622 and 1626.

Enable the ADMIN share on the remote computer.

Configure the Netiq VigilEnt Agent service to run with full administrative access to the local computer and domain.

To manage a computer by proxy, the Windows agent needs to be a member of the Domain Admins group in the domain of the managed computer.

When you deploy agents to remote computers, you must have Administrator permissions on those computers.  You can either log on as a member of the Domain Admins group, or you can add your user account to the Administrators local group of each computer on which you plan to install an agent.  You also need remote access to the file system and remote access to the registry.
