cause
Exchange Migrator caches the source mailbox properties before running pre-migration scripts.
fix
Pre-migration scripts set properties on the source mailboxes. Post-migration scripts set options on the migrated target mailboxes. To update options on target mailboxes, configure the script to run as a post-migration (post-process) script. To also update the source mailbox property values, run the script as a pre-migration (pre-process) script, too.
