Environment

NetIQ VigilEnt Policy Center 4.0

NetIQ VigilEnt Policy Center 4.1

Situation

The VigilEnt Policy Center process seems to be maxing out the CPU.

Users can not see all the tabs on the Admin Site.
Users can not log in to VigilEnt Policy Center.

Error: The directory specified for caching compressed content C:\WINDOWS\IIS Temporary Compressed Files is invalid. Static compression is being disabled.

Resolution

To resolve this issue:

  1. Grant Authenticated Users Read and Execute, List and Read permissions to the C:\WINDOWS\IIS Temporary Compressed Files folder.
  2. Stop and restart the IIS (and WWW service) as well as VPC service.

Cause

The server that VigilEnt Policy Center (VPC) is installed on is locked down allowing only Domain Admins or the Administrator account permission. VPC/IIS did not have access to the folder specified for caching compressed content to expand compressed files and allow pages/tabs in VPC to load. Not having access to this folder caused the service to hang and the process to spike the CPU.
