Error: 'Execution of Windows Scripting Host Failed (Access is denied.)' during AMPP installation (NETIQKB46922)

Situation

Error: 'Execution of Windows Scripting Host Failed (Access is denied.)' during AppManager Performance Profiler (AMPP) installation process.
During the AppManager Performance Profiler installation process, the AppManager Performance Profiler Database (AMPPDB) is not created.
During the AppManager Performance Profiler installation process, the '..NetIQ\AppManager\Performance Profiler\Schema\bin' directory is not created.
When attempting to manually create the AppManager Performance Profiler Database (AMPPDB), an error appears indicating: 'Execution of Windows Scripting Host Failed (Access is denied.)'

Resolution

To change the Windows Scripting Host setting to allow a successful installation: 

  1. Uninstall AppManager Performance Profiler (AMPP).
  2. Open a registry editor.
  3. Locate the following registry value:
    • HKLM | Software | Microsoft | Windows Script Host | Settings | UseWINSAFER
  4. Change the value of this registry key to "0".
  5. Reboot the server.
  6. After the server reboots, run the AMPP installation again.

After successfully installing AMPP, you can change this registry value back to its original value if necessary.

Cause

This is caused by a Windows security setting and is commonly seen in Windows Server 2003 environments.

To Run the Installation in a visable logging mode, hold down the control key while executing the setup.exe. Continue to hold the ctrl key until the Install Anywhere window appears on the task bar. After that release the key and a dos window with the logging will appear.
