Directory and Resource Administrator (DRA) does not allow delegating the ability to run importing. You can not delegate this ability whether or not an Assistant Admin (AA) can run an Import.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
