AppManager Security requires the Agents and Repository use the same communication Security\Encryption level.  You can verify and\or change the Security\Encryption Level using the nqkeygenwindows utility within the Program Files\Appmanager\Bin folder. For more information, see Appendix A in the AppManager Administrator Guide.

The Security or Encryption level on the AppManager Repository\Management Server and Agent is a different level than the remote Agent you are attempting to Discover or run jobs.
