fix
To resolve this problem, change the public authority on the QPWFSERVER authorization list to *USE. If there is no authorization list securing object QSYS/GLGPGCMA.LOCALE, change the *PUBLIC authority on the object to *USE.

In one instance, the *EXCLUDE setting for *PUBLIC had been set to restrict access to QSYS prior to the use of exit programs that can be used for that purpose, among others.

cause
This can occur if the user exit program code attempts to access /QSYS.LIB/QLGPGCMA.LOCALE and the QPWFSERVER authorization list has PUBLIC *EXCLUDE set to restrict access to QSYS.LIB. Consequently, the exit program cannot function properly.
fix
To resolve this problem, change the public authority on the QPWFSERVER authorization list to *USE. If there is no authorization list securing object QSYS/GLGPGCMA.LOCALE, change the *PUBLIC authority on the object to *USE.
