Situation
Error: 'You do not have the permissions required to complete the operation on the Information Store' when modifying mailbox security.
Properties for mailboxes can not be modified, even though Exchange support is enabled.
Unable to modify Exchange 2000/2003 properties.

Resolution
This issue can be resolved by forcing Directory and Resource Administrator (DRA) to use the service account and not the override account to manage Exchange support:
- Launch regedit on the DRA server.
- Change the registry value 'UseSvcAcctForExchange2000' Dword to 1.
The registry key is located under:HKLM\Software\Mission Critical Software\OnePoint\Administration\Modules\Accounts\Domains.Dns\<ManagedDomainName>
where ManageDomainName is the name of your Management Domain. - Stop and start the NetIQ Administration service.
Cause
The Directory and Resource Administrator (DRA) Service Account is not being recognized by Microsoft Exchange or an override account is being used to manage the domain that the Exchange server(s) reside in.
