Profile Exclusion Error received when trying to generate a password via PPM. Exclusion list shows no entry for the profile.

symptom
Error: 'CPF9898 MSGF MSGDTA User profile 123XYZ  is excluded from password generation.'

fix
If the profile has a password of *NONE, Profile and Password Management (PPM) cannot be used to generate a new password.  If a password is needed, it must be entered manually.
