Directory and Resource Administrator (DRA) 7.x does not allow you to change the display name of the Exchange 5.5 'Custom Attributes'.  In DRA 7.5, you can use the new custom UI feature to give any property a different label.  However, this will not change the name of the attribute on the Exchange tabs.  Instead, it would allow the user to create new tabs with meaningful names for these attributes.

In DRA 6.x, the properties-msg.txt file in the \Inetpub\wwwroot\DRAWeb\Admin\lib\lang\mailbox\en-us directory could be modified to change the display name of the Custom Attribute field in the DRA MMC interface.  This is detailed in NetIQ Knowledge Base article NETIQKB17185.
