The monitored server has many DCOM errors in the application event log.
Grant the Access and Launch DCOM permissions or remove the lock on the monitoring account.
The NTEventlog service account, the domain account, is locked out or denied access to the monitored server.
You can verify that this is the cause of your issue by logging onto the monitored server as the Monitoring Service User account. If the account is locked out or denied access, the attempt will fail. Log on to the monitored server as another Domain Admin or Local System administrator that has access. The application event log will contain many DCOM errors. The DCOM will report incorrect permissions for the specified monitoring account.
