The User of User Rights Auditing Enabled checkup report shows the settings for the Privilege Use policy that you can set in the Audit Policies of your computer.  To turn on the Privilege Use policy: 

1. Find your Local Security Policy according to the instructions at http://www.windowsecurity.com/eventlogscan/auditing.htm.
2. Select the Privilege Use policy.
3. Enable success auditing.
