cause

The password history policy set on the target domain may be the cause of this error. If you set the password history policy on the target domain to record, for example, the last three user passwords, and a password you are trying to migrate is already one of the three passwords that exist in the password history, Domain Migration Administrator cannot migrate the password.

fix
To resolve this issue, change the password history policy on the target domain to be less restrictive.
