cause
When the upgrade encounters the PSDetect library, it expects objects to be in it.  If you are not using the PSDetect product, you may have an empty library on your machine.

fix

Use the following command to create a file in the PSDetect library, and then select the "R" Retry option to continue with the upgrade (DO NOT cancel the upgrade):

CRTPF PSDetect/FILE1 RCDLEN(10)
