why are some linked GPOs showing under the Unlinked GPOs Container?

cause
The user may not have rights to read the gplink property of an OU.

fix

When linking a Group Policy Object (GPO) to an Organization Unit (OU), the GPlink property gets set on the OU object.  If you are using native delegation, the user running GPA may not have rights to read the properties of an OU that a GPO is linked to, or specifically the gplink property of the OU.  In this case, NetIQ Group Policy Administrator (GPA) lists the GPO as an Unlinked GPO because it cannot verify the link.  This is the expected behavior. 

An enhancement request is open to add an additional category such as "Link cannot be verified" under the Explorer node of GPA for consideration in a future release of GPA.
