Situation

Launching the Operator Console causes a CPU spike to 100% utilization for the netiq.exe process.

Resolution

Exclude the folder ..\Program Files\NetIQ\AppManager\bin\Cache from the Anti-virus software list of folders to scan and commit the change.

Cause

When launching the Operator Console, processor utilization climbs to 100% in the netiq.exe process. This is caused by the anti-virus software continually scanning the cache folder of the Operator Console. The Operator Console folder has files created\updated when the console starts up and every 30 seconds (by default) when the console queries the QDB for updates.
