Several links, such as the option to create categories, are grayed out and unavailable in NetIQ Group Policy Administrator (GPA).

GPA was installed successfully, and a domain can be added to the Repository, but little else can be done.  The option to create a category is grayed out, as well as several other tasks.

cause
This is caused by an expired license file.

fix
Check to be sure that your license for NetIQ Group Policy Administrator (GPA) is current.
