The Directory and Resource Administrator (DRA) 7.x GUI clients are custom 32-bit clients developed by NetIQ and do not accept snap-ins.  Previous versions of DRA used the Microsoft Management Console (MMC) that did accept snap-in modules, DRA 7.x does not use the MMC.
