The Delegation and Configuration console connects to the previously specified Administration server.

symptom
The Delegation and Configuration console does not use an agent to connect to an Administration server.

cause
This behavior is by design.

fix

The Delegation and Configuration (DC) console behaves differently from the Account and Resource Management (ARM) console when specifying the Administration server to connect to.    If you specify the Administration Server to connect to in the DC console, the specified server will persist the next time you open the console. 

The last DRA server location for the DC console is maintained in the User Preferences file located in C:\Documents and Settings\<UserID>\Local Settings\Application Data\NetIQ\DRA\.

The ARM console will always use the agents when you reopen the ARM console, and it will get routed accordingly (unless the ARM console file was a saved file).  Users of the DC console are Directory and Resource Administrator (DRA) Administrators, and therefore will know the location and names of the DRA servers that they wish to connect to; they will typically be connecting to the same DRA server.
