symptom
Reports are not generated when running the NetIQ Group Policy Administrator (GPA) Console from a Microsoft Windows 2003 machine.

cause
In the Microsoft Internet Explorer advanced security settings, the Windows 2003 machine is configured as a Trusted site instead of a Local intranet site.

fix

To resolve this issue: 

1. Launch Microsoft Internet Explorer.
2. Select Tools | Internet Options.
3. Click the Security Tab.
4. Highlight Local intranet and click the Sites... button.
5. Enter http://Console_Machine_Name  in the Add this Web site to the zone: field and click Add.
6. Close the Internet Options window.
