There is currently not a mechanism in Group Policy Administrator (GPA) to restrict Database object access to anything less than Read-Only.  Adding a user as a Repository User grants users the right to Read Only access to all the Group Policy Objects (GPOs) in the Repository.  An enhancement is open to consider the ability to restrict the GPO displayed in the Repository which is being considered in a future release.
