symptom
Error: 'Exception opening NW0004F' as RRMCOLLECT job running under Subsystem ZPSSMON fails. 

cause
Performing a system backup or Save Changed Object process can lock library PSCOMMON making NW0004F unavailable. When this happens, the RRMCOLLECT job fails/ends.

fix
Remove library PSCOMMON from the process that is locking it.  It may be necessary to only back it up when doing the process in Restricted state such as with full system backups.
