cause

The Object Authority Management (OAM) API is performing a swap to QSECOFR and expects it to be enabled.   

fix

This is a known issue resolved by PTF 1S02000. This PTF allows the Object Authority Management (OAM) Non-Compliance Report and compliance job to run regardless of the QSECOFR user profile status.
