How do I create an ActiveView to give a user the ability to Reset Passwords and Unlock User Accounts (NETIQKB38838)

Launch the Delegation and Configuration console while logged on as an Assistant Admin wtih the DRA Administration role and perform the following steps:

1. Expand Delegation Management.
2. Highlight ActiveViews, right-click and select New ActiveView.
3. Click Next.
4. Click Add and select Objects that match a rule...
5. Click the Organizational Units link.
6. Click any OU link.
7. Select Manage Specific Objects Types in OU?
8. Un-check the boxes for Groups, Computers and Contacts.
9. Click OK.
10. Click objects in any OU that are Users or OUs.
11. Select Specific OU?
12. Browse to and select the desired OU.
13. Highlight the OU and click OK.
14. Click OK.
15. Type in a name for the ActiveView and click Next.
16. Ensure that the I want to delegate power over this ActiveView after I finish this wizard option is checked.
17. Click Finish.
18. Click Next and Add.
19. Select Users...
20. Type in the name of the user account (Assistant Admin) that you want to delegate powers to and click Find Now.
21. Highlight the user and click Add and OK.
22. Click Next.
23. Highlight the user, click Add and select Powers...
24. Type in the Unlock User Account power and click Find Now.
25. Highlight Unlock User Account and click Add.
26. Next, type in Reset User Account Password and click Find Now.
27. Highlight Reset User Account Password and click Add.
28. Click OK and Next.
29. Click Next again to review the summary and click Finish.

The above is an example of how to create an ActiveView, Assistant Admin and how to associate the Assistant Admin with the ActiveView.  After performing the above steps the user account specified as an Assistant Admin will be able to reset passwords and unlock accounts of all users located in the specified OU using Directory and Resource Administrator.
