A 'Listed but not Effective' message appears in the Registry Permissions report.

Error: 'Listed but not Effective.'

cause
The above message can appear in the Registry Permissions report if there are duplicate or blank Access Control Entries (ACE) in the Access Control List (ACL).  When running the report, the report queries the Access Control List (ACL) of the registry key, which also contains Access Control Entries (ACE).  The ACEs list the permissions that have been granted or revoked to users for the registry value.

fix
This message is not an error but a correct entry for the permissions of the Registry Value.  This message can not be suppressed as it is directly related to the Microsoft Registry permissions.
